Norges Naturvernforbund started its activities in Armenia in 2000, with the local environmental organisation NGO Eco-club "TAPAN" as responsible for the project. Almost all regions are covered by the project. In addition to educational activities TAPAN is also implementing practical energy projects on solar heating and windows restoration. TAPAN is working with several partners, for example gives cooperation with Youth and Community Action Program (implemented by Academy for Educational Development, supported by USAID) a possibility for SPARE to be spread through the many local centers of this project. Tapan has good contacts with educational authorities; however this contact suffers from frequent changes of staff in educational ministry.

Background:
The Armenian energy sector is heavily dominated by the fossil industry. The existing energy strategy focuses on gas and nuclear energy. Hydro energy sector is developing last few years. Several private owned small hydropower plants were constructed in different regions of Armenia, but planning and environmental impact assessments often lack. The country and in particular districts suffer from unreliable energy supply, and schools often close during the coldest winter period. Energy efficiency low and actual progress in the field is very limited.
