With quite small domestic emissions, the countries of Central Asia and Caucasus are among those that already suffer the most from climate change. On the other hand, big emitters Russia, Ukraine and Belarus have great potential of reducing emissions. Russia is the world’s third largest emitter of greenhouse gases, and the direction of their climate policy is of global importance. Norges Naturvernforbund works together with local NGOs and international networks in order to increase information levels, and create attention and political pressure for good climate solutions in Eastern Europe.

    Russia strengthens climate targets

    Today, Russia has announced it will increase their climate goals for 2020. The current goals are at 10-15 percent below 1990-levels, but at today’s EU summit Russia announced new targets of 25 percent below 1990-levels.

    Russian NGOs comment and criticize strategic tasks for Russia set in the President’s article on September 10

    On September 10, the Russian President Dmitry Medvedev published an article about national strategic tasks. In it, among five strategic vectors of economic modernization, he named securing the leading role of Russia in efficiency of energy production, transportation and consumption, development and putting to the international market new types of fuel, and development of nuclear technologies. Russian NGOs are sure that Russia must abandon nuclear energy and set a goal to reduce risks of negative impact of technogenic climate change as a priority. Now Russian policy shows no practical steps towards efficient low-carbon energy sector.

    Improved NGO efforts on climate negotiations in Russia and Belarus

    Norges Naturvernforbund has during 2008 had particular focus on strengthening of NGOs climate work in Belarus and Russia. In Russia, the reorganized umbrella organisation Russian Socio-Ecological Union (RSEU) has developed policy and inputs to the Russian position in the international climate negotiations in Poznan. They are now present in Poznan, and work actively towards their delegation.

    Belarusian NGOs ready to fight climate change

    With support from Norges Naturvernforbund, the alliance of Belarusian environmental organizations, Green Alliance, has started a national climate campaign in Belarus. The campaign started with a national climate seminar in Minsk the 2nd and 3rd of October 2008 where a total of 27 participants attended the whole seminar with participants from different regions of Belarus.
