Fritz G. Rieber lanserte i 1953 planene for Puddefjordbroen og Eidsv\u00e5gstunnelen. De moderne veiene skulle bli finansiert med nytt selskap som tok opp l\u00e5n: Bro- og tunnelselskapet.<\/p>\n\n\n\n<p>Argumentet er kjent: Bilistene skulle spare utgifter til bensin n\u00e5r de slapp \u00e5 kj\u00f8re omveier. Bilbyene 1.0 avl\u00f8ste&nbsp;<strong><em>Kollektivbyen Bergen 1.0.&nbsp;<\/em><\/strong>Bergen hadde etter krigen i mange \u00e5r beste kollektivandel av de st\u00f8rste byene i landet.&nbsp;Bilbyen 1.0&nbsp;var en suksess&nbsp;sett&nbsp;med asfaltlobbyens&nbsp;\u00f8yne,&nbsp;fordi&nbsp;biltrafikken \u00f8kte kraftig og bidro til raskere nedbetaling av l\u00e5n.<\/p>\n\n\n\n<p><strong><em>Bilbyen 2.0&nbsp;<\/em><\/strong>fikk vi da S\u00f8ndre innfarts\u00e5re ble lansert og bygget p\u00e5 70-tallet. Statens vegvesen la for sikkerhets skyld igjen en halvferdig trase&#8217; slik at fremtidige beslutningstakere kunne fortsette utbyggingen til 4 felts motorvei inn mot Bergen sentrum \u2013 Sj\u00f8linjen. Det skjedde 30 \u00e5r seinere. Et viktig naturomr\u00e5de ble rasert.<\/p>\n\n\n\n<p><strong><em>Bilbyen 3.0&nbsp;<\/em><\/strong>ble med bredt politisk flertall innf\u00f8rt med en bomring som ikke var installert tidligere i Norge i 1986. &#8211; En effektiv pengemaskin for \u00e5 sikre penger til motorvei fra \u00c5sane der trafikken sto i k\u00f8 morgen og kveld. Deler av venstresiden \u00f8nsket lokalbane, men ble stemt ned. Fl\u00f8yfjelltunnellen ble \u00e5pnet i november 1988.<\/p>\n\n\n\n<p>Det som manglet for \u00e5 gj\u00f8re Bilbyen 3.0 perfekt, var en biltunnel gjennom Ulriken slik at trafikken fra \u00f8st kunne&nbsp;n\u00e5 Bergen sentrum.&nbsp;Datidens egenmektige veisjef Josef Martinsen planla et kryss&nbsp;i Fl\u00f8en&nbsp;som trengte areal tilsvarende 3 fotballbaner. Han fikk&nbsp;imidlertid&nbsp;bygget Oster\u00f8ybroen&nbsp;mot s\u00f8r slik at den kunne bidra til \u00f8kt politisk press for en ny biltunnel gjennom Ulriken.&nbsp;Alternativet p\u00e5 vestsiden av Oster\u00f8y mot \u00c5sane ble skrotet.<\/p>\n\n\n\n<p>Den politiske avvisningen&nbsp;&#8211;&nbsp;eller mer presist&nbsp;&#8211;&nbsp;n\u00f8lingen med \u00e5 st\u00f8tte ny biltunnel gjennom Ulriken,&nbsp;var sannsynligvis motivert av at lokal luftforurensning i Bergensdalen fikk \u00f8kt oppmerksomhet. Utslipp av eksos og svevest\u00f8v overskred grenseverdiene for helsefarlige utslipp gjentatte ganger. Utrolig nok gav motorveien fra \u00c5sane nye k\u00f8er \u2013 men n\u00e5 k\u00f8 i to felt, isteden for ett.<\/p>\n\n\n\n<p>Den manglende st\u00f8tten av Ulrikstunnel for bil i Bergen bystyre var sannsynligvis den f\u00f8rste milj\u00f8seieren mot Asfaltalliansen i Bergen. La oss velvillig kalle det&nbsp;<strong><em>Kollektivbyen 2.0,&nbsp;<\/em><\/strong>s\u00e6rlig fordi bilalternativet seinere ble erstattet av en togtunnel med Audun Lysbakken som drahjelp i Regjeringen.<\/p>\n\n\n\n<p><strong><em>Kollektivbyen 3.0&nbsp;<\/em><\/strong>fikk Bergen med det f\u00f8rste vedtaket om Bybane i 1995 og gradvis utbygging fra 2010. De 10 f\u00f8rste \u00e5rene har Bybanen mot s\u00f8r fraktet 100 millioner reisende. Bybanen er den mest arealgjerringe kollektive motoriserte transportformen for reisende i byomr\u00e5der som ikke har r\u00e5d til kostbare T-baner. Oslo er sannsynligvis den minste byen i verden som har sett seg r\u00e5d til T-bane under jorden i sentrum.<\/p>\n\n\n\n<p>Maktkampen mellom de to modellene for byutvikling \u2013 mer bilbasert eller mer kollektivbasert &#8211; gav imidlertid en delseier til Asfaltalliansen.&nbsp;<strong><em>Bilbyen 3.5&nbsp;<\/em><\/strong>var et faktum da et politisk flertall valgte \u00e5 lytte til Statens vegvesen (SVV). De mente at allerede&nbsp;<em>f\u00f8r&nbsp;<\/em>Bybanen ble bygget mot s\u00f8r og nesten 10 \u00e5r etter Bystyrets flertall vedtok at Bybanen var en fremtidig l\u00f8sning, var det&nbsp;if\u00f8lge SVV&nbsp;n\u00f8dvendig \u00e5 bygge Sj\u00f8linjen ferdig. 4-felt gjennom Bergensdalen var en&nbsp;realitet.<\/p>\n\n\n\n<p>N\u00e5 frykter vi i milj\u00f8bevegelsen at god fremgang for bedre kollektivkapasitet&nbsp;i Bergensomr\u00e5det&nbsp;blir dramatiskundergravet av&nbsp;<strong><em>Bilbyen Bergen 4.0.&nbsp;<\/em><\/strong>Bergen er snart omringet av nye motorveier eller planer&nbsp;om nye 4-felt.&nbsp;Sotrasambandet fra vest er under bygging.<\/p>\n\n\n\n<p>Den politiske interessen for Bybane eller regulerte kollektivfelt til \u00d8ygarden er liten. SVV vil ha motorvei som Ringvei \u00f8st som 4-felts motorvei og i vedtatt reguleringsplan for E16 har lagt inn 4 felt fra Trengereid til Arna.<\/p>\n\n\n\n<p>Nylig har ogs\u00e5 SVV foresl\u00e5tt en helt ny Fl\u00f8yfjellstunell fra Nyg\u00e5rdstangen til Eidsv\u00e5g, i strid med Bystyrets opprinnelige vedtak om forlengelse av eksisterende tunnel. Danmarksplass blir ofret igjen.<\/p>\n\n\n\n<p>Det viktige, men krevende kompromisset som skal gi Bybanen plass i Helleveien redder Ytre Sandviken fra trafikkslum. Men forlenget motorvei forsinker byggingen av Bybanen til \u00c5sane og gir SVV n\u00e6r vetorett over videre utbygging av kollektivtilbudet mot nord.<\/p>\n\n\n\n<p>I&nbsp;<strong>Bilbyen 4.0&nbsp;<\/strong>ser vi dessverre at nullvekst i biltrafikken som Regjeringen og lokalpolitikerne har \u00f8nsket blir umulig. En 30 % reduksjon i biltrafikken slik dagens byr\u00e5d har lovet sine velgere er ren utopi, dessverre.<\/p>\n\n\n\n<p>Milj\u00f8vernforbundet og Naturvernforbundet har gjennomg\u00e5tt alle vegplaner i Bergensomr\u00e5det. Prisanslag er basert p\u00e5 oppgitte tall i ulike plandokumenter p\u00e5 gjeldene tidspunkt. De varierer fra utredning, kommunedelplan, reguleringsplan, oppstart og i sluttfase. Os-vegen er inkludert. Vi har&nbsp;beregnet at&nbsp;v\u00e5r nye Asfaltallianse planlegger \u00e5 bruke mellom 125 og 130 milliarder kroner p\u00e5 \u00e5 gi bilene ny&nbsp;4-feltskapasitet med tilgang til Bergen.<\/p>\n\n\n\n<p>N\u00e5 er det viktig at politikerne i Bergen, Vestland og p\u00e5 Stortinget tenker seg n\u00f8ye om for \u00e5 unng\u00e5 at vi overleverer en by til kommende generasjoner der bilavhengighet er st\u00f8pt inn med motorveier i evig tid.&nbsp;Fortsatt er det f\u00e5 politikere som v\u00e5ger \u00e5 snakke om politisk prioritering av de enorme&nbsp;pengestr\u00f8mmene SVV \u00f8nsker til&nbsp;Bilbyen Bergen 4.0<\/p>\n\n\n\n<p>N\u00e5r vi er optimistisk p\u00e5 vegne av Bybanen til \u00c5sane, s\u00e5 er det fordi&nbsp;nytt k\u00f8 kaos for Bilbyen Bergen kommer til \u00e5 tvinge frem et k\u00f8fritt alternativ til Bergenserne&nbsp;som bor i nord.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div byen<\/h2>\n\t<p class=\"wp-block-naturvern-post-excerpt\">Bergen har f\u00e5tt et nytt byr\u00e5d som vil lage en ny tunnelutredning for Bybanen til \u00c5sane.
