Salamanderhotell, ikke betonghotell<\/h1>\n\n

I Kongsvinger har kommunestyret vedtatt \u00e5 gi tillatelse til bygging av et stort betonghotell med kino og kultursenter i Kongsvinger bypark. Samtidig er det en kjent sak at det bor fredede salamandere i sentrumsparken. Naturvernforbundet i Gl\u00e5mdal har engasjert seg i saken, og har p\u00e5klagd kommunestyrets vedtak av 15. juni. <\/p><\/div>\n\n

\u2013 Naturvernforbundet i Gl\u00e5mdal ser det som sin oppgave \u00e5 tale de fredede salamanderne i byparken sin sak. <\/p>\n\n\n\n

Det skriver lokallagsleder Kim Aastangen i et leserinnlegg i avisa Gl\u00e5mdalen. <\/p>\n\n\n\n

I sitt h\u00f8ringsinnspill skriver Naturvernforbundet at byparken er en slags naturpark, i hvert fall har den naturen som forbilde \u2013 i motsetning til mange flate parker i urbane str\u00f8k. I dag finnes det salamandere i byparken. Hotell i betong og salamandere er ingen god l\u00f8sning. De blir motpoler. Dessverre st\u00e5r det ingen ting om byparkens salamandere i saksframlegget som fulgte h\u00f8ringen av plansaken. Da st\u00e5r det selvf\u00f8lgelig heller ikke i saksframlegget at alle salamandere i Norge er fredet. <\/p>\n\n\n\n

Selv om salamanderne skulle leve videre i byparken med et hotell, er det upassende \u00e5 f\u00e5 et stort hotell i betong som n\u00e6rmeste nabo. Salamanderne bruker dessuten ikke bare dammene i byparken, men beveger seg ogs\u00e5 rundt p\u00e5 land. I byggeperioden for hotellet kan det oppst\u00e5 st\u00f8rre belastninger p\u00e5 salamanderne enn ved normal drift av hotellet.<\/p>\n\n\n\n

B\u00e5de naturmangfoldloven og viltloven gjelder for salamanderne i byparken. Det er p\u00e5fallende at saksframlegget ikke vurderer disse lovenes betydning for salamanderne i byparken. <\/p>\n\n\n\n

Reguleringsplanen for hotell og fasiliteter ble vedtatt av kommunestyret i Kongsvinger 15. juni 2023. Naturvernforbundet i Gl\u00e5mdal har klaget p\u00e5 vedtaket. Kommunens planutvalg vedtok 12. september med 6 mot 3 stemmer ikke \u00e5 ta klagen til f\u00f8lge. Deretter oversendte kommunen klagen til klageinstansen, som er Statsforvalteren i Innlandet. Statsforvalteren vil trolig fatte klagevedtak i saken i desember.<\/p>\n\n\n\n
