Aksjonsgruppen best\u00e5r av flere organisasjoner og privatpersoner fra Vestfold (NIH er en del av den).<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">NIH velger \u00e5 sende en egen uttalelse for \u00e5 understreke hvilke konsekvenser en jernbanesatsing vil ha for natur og milj\u00f8&nbsp;&nbsp;i Horten og hvilke l\u00f8sninger NIH ser som best for kommunen.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Generelt mener vi at Jernbaneverkets m\u00e5lsetting for dobbeltspor gjennom Vestfold med \u00ab<em>et milj\u00f8vennlig<\/em>&nbsp;<em>transportsystem av h\u00f8y kvalitet\u00bb<\/em>&nbsp;i stor grad begrenser seg til klimahensyn.&nbsp;&nbsp;NIH mener Jernbaneverket i st\u00f8rre grad m\u00e5 ta hensyn til&nbsp;&nbsp;biologisk mangfold, matjord, nasjonalt verneverdige naturomr\u00e5der og kulturminner, jamf\u00f8r de sentrale krav myndighetene setter.&nbsp;Vi minner om at i et fremtidsperspektiv vil matjord seile opp til \u00e5 bli like viktig som utslipp av klimagasser som CO2.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Horten skiller seg fra de andre kystbyene ved at stasjonen ikke er plassert i sentrum av byen. Dette medf\u00f8rer at vi n\u00f8dvendigvis m\u00e5 ha to trafikksentra, ett for tog \/ buss og et for buss. Horten best\u00e5r av to bysentra; Horten og \u00c5sg\u00e5rdstrand og 3 tettsteder; Nykirke, Skoppum og Borre&nbsp;&nbsp;med tilknytning til H\u00f8yskolen i Vestfold (HIVE). Kommunen vil f\u00e5 et h\u00f8yere passasjergrunnlag og mange pendlere fremover.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><strong><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Hortens natur og fremtidsmuligheter.<\/span><\/span><\/strong><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Horten har en spesielt rik og vakker natur med et h\u00f8yt artsmangfold, en lang og delvis sterkt belastet kystlinje,<\/span><\/span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">&nbsp;matjord av h\u00f8yeste verdiklasse som gir landets st\u00f8rste avlinger pr. da. p\u00e5 store omr\u00e5der&nbsp;(som feks i Borresk\u00e5la) og en rekke verdifulle kulturminner.&nbsp;I et fremtidsperspektiv vil matjord seile opp til \u00e5 bli like viktig som utslipp av klimagasser som CO2.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">De to bysentrene har begrenset mulighet for vekst uten \u00e5 bryte med viktige prinsipper om b\u00e6rekraftig utbygging. H\u00f8yskolen og tettstedet Borre har ogs\u00e5 begrenset mulighet for vekst uten \u00e5 belaste naturreservat, kystlinja og 3 nasjonalt verneverdige kulturlandskap.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Siden 90- tallet har n\u00e6rings- og boligutvikling p\u00e5 Skoppum og p\u00e5 Nykirke v\u00e6rt pekt p\u00e5 som fremtidige<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">utbyggingsomr\u00e5der b\u00e5de fra kommunalt hold og fra fylket. Her er det mulighet for stor vekst i sv\u00e6rt sentrale og byn\u00e6re omr\u00e5der med minimal belastning p\u00e5 matjord, biologisk mangfold, kystlinja,&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;1&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;kulturminner og nasjonalt verneverdige kulturlandskap. Omr\u00e5det ligger sentralt i forhold til resten av fylket, og med forbedret veiforbindelse ogs\u00e5 indre Vestfold.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><strong><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Samfunnsinteresser og langsiktig planlegging<\/span><\/span><\/strong><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Reduksjon av klimagasser er n\u00f8dvendig og riktig. Horten har et h\u00f8yt passasjergrunlag, og med bakgrunn i kommunens og omegnens vekst fremover&nbsp;&nbsp;trenger Horten en jernbanestasjon. NIH \u00f8nsker \u00e5 se helhet og langsiktighet i forbindelse med jernbaneutbygging. Dette inneb\u00e6rer b\u00e5de \u00e5 se regionen som en helhet, ikke bare kommunen, og \u00e5 se 100- 200 \u00e5r frem i tiden.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><em><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Langsiktighet og forutsigbarhet er viktig for \u00e5 utvikle v\u00e5rt samfunn i en riktig retning. Det er n\u00e5 vi legger premissene for fremtiden, og det er avgj\u00f8rende at vi bestemmer oss for hvilke omr\u00e5der vi \u00f8nsker \u00e5 ta vare p\u00e5 og beskytte for fremtiden og i hvilke omr\u00e5der vi skal tillate den veksten vi vet vil komme.<\/span><\/span><\/em><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Sentrale myndigheter p\u00e5legger planleggere og utbyggere \u00e5 ta n\u00f8dvendige hensyn til kystsone, biologisk mangfold, matjord, kulturminner, landskap og rent vann. Dette er nedfelt i lovverket.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Jernbaneverkets \u00f8nske om \u00e5 utrede 3 stasjonsalternativer mellom Helland og Bark\u00e5ker m\u00e5 ses i sammenheng med trasealternativene og fremtidig utvikling. For Horten gjelder dette&nbsp;<\/span><\/span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Skoppum Vest-, Skoppum \u00f8st- og Bakkenteigenalternativet.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Forskjellen i belastning av Hortens arealer er sv\u00e6rt stor n\u00e5r man ser p\u00e5 de ulike l\u00f8sningene, mens avstandene mellom stasjonsalternativene er minimale. Uansett stasjonsplassering er det viktig \u00e5 legge til rette for kollektivtransport til og fra alle tettsteder i kommunen.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span>&nbsp;<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><strong><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Skoppum vest<\/span><\/span><\/strong><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Dette alternativet beslaglegger minst matjord og kan bygges slik at den gir&nbsp;betydelig mindre konflikter&nbsp;i omr\u00e5der med h\u00f8yt biologisk mangfold, matjord, nasjonalt verneverdige kulturlandskap, antall ber\u00f8rte g\u00e5rdsbruk, antall boliger og antall kulturminner og vil f\u00f8re til en utvikling som i fremtiden legger minst press p\u00e5 kystlinja mellom Horten og \u00c5sg\u00e5rdstrand.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Relativt greie grunnforhold med mye fjellgrunn og relativt rett linje vil gi den rimeligste og raskest gjennomf\u00f8rbare traseen.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Et trafikk knutepunkt her vil v\u00e6re meget gunstig i forhold til regionen og den rivende utviklingen vi ser i nabokommunene Re og T\u00f8nsberg, og for mye av n\u00e6ringslivet og pendlerne som allerede bor i kommunen.&nbsp;&nbsp;<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Dette alternativet vil tilfredsstille de krav og hensyn sentrale myndigheter har satt for \u00e5 ta vare p\u00e5 landskap og matjord. I tillegg er dette det desidert rimeligste.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Skoppum er det omr\u00e5det innenfor kommunen som har de st\u00f8rste muligheter for fremtidig vekst, og er s\u00e5ledes det alternativet som best ivaretar mulighetene rundt et trafikk knutepunkt og den utviklingen som vil komme ved etablering av en jernbanestasjon.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><u><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Traseen<\/span><\/span><\/u><span style=\"font-size:11pt\"><span style=\"font-family:Times\">&nbsp;kan g\u00e5 i tiln\u00e6rmet rett linje fra Helland i nord til Bark\u00e5ker i syd i nesten samme kvoteh\u00f8yde. Grunnforholdene er forholdsvis greie \u00e5 forholde seg til. Noe matjord g\u00e5r med syd for Nykirke. Ellers er det for det meste litt sm\u00e5kupert fjellterreng og skogkledde rabber. Her kan naturlig etableres tunneler\/ overganger for vilt og friluftsliv. Man unng\u00e5r store omr\u00e5der med leire og gammel havbunn. Noe sjanse til \u00e5 p\u00e5treffe uregistrerte kulturminner, men mindre enn i de andre alternativene. Traseen kan bygges i \u00aben jafs\u00bb uten driftsstans med forsinkelser p\u00e5 eksisterende trase, og koples enkelt i hver ende&nbsp;&nbsp;ved Helland og Bark\u00e5ker ved ferdigstillelsen.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><u><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Stasjonsplasseringen<\/span><\/span><\/u><span style=\"font-size:11pt\"><span style=\"font-family:Times\">&nbsp;b\u00f8r etter v\u00e5r mening ligge rett sydvest for Skoppum i tilknytning til Rv.19 Da har man n\u00e6rhet til bebyggelsen p\u00e5 Skoppum. Alternativet krever busser til Horten og \u00c5sg\u00e5rdstrand\/ Bakkenteigen. ( matebuss inneb\u00e6rer direkte transport og er gratis da prisen inng\u00e5r i togbilletten. Dette b\u00f8r kunne forsvares da alternativet vil bety en besparelse p\u00e5 minst 3 mrd. i forhold til Bakkenteigen.) Dessuten er det plass til eventuelt kryssingsspor, parkeringsplasser for busser og biler, og det kan etableres en godsterminal med n\u00e6rhet til E 18 og Rv. 19 med forbindelse til ferge Horten- Moss.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"font-size:medium\"><span style=\"font-family:Cambria,serif\"><span><span style=\"color:#000000\"><span><span><span><span><span><span><span><span><span><span><span><span style=\"font-size:11pt\"><span style=\"font-family:Times\">Skoppum ligger sentralt, avstandene er korte i forhold til resten av kommunen.
